Funny how this name actually came to mind today before looking at this. The other names I also like are "Wicked Spire, Psychotic Peak, and Lunatic Rock". All which don't exist from what I know, but would make great names.
If the nearby campground is too busy, well, it looks as if the summit is big enough for a small tent! I didn't see any running water in the images though, so you would have to carry it up.
I think you are right, you could set up a small bivy or tent on the top of the tower. The top is flat. The water is 20 min below in the Dolores river. Thanks for visiting.
