The Indian Stairway is a cliff with hand/foot holds carved into it. The Adean Indians supposedly carved these out over 1000 years ago to climb the ridge to reach the "Council Chamber". This area is not marked on most maps, as they are trying to keep the idiots from defacing the rock. To reach this spot, follow the Sheltowee Trace trail past Indian Arch. After dropping into the valley, you'll see numerous trails going up into the trees. Follow anyone of these and you should pop out at the base of the Stairway. The detour is worth the effort as the views from the top are incredible. There are also many interesting features on top of this ridge: "Ohm Dome", Frog's Head, and the Council Chamber.
