It does, but it is natural made, erosion and winds which can be threatning up there, this rock is at a col between a 2500m peak and another one of 2540m.
The rock itself is at 2.300m, in a place that is a natural highway for the winds. They can reach 90 km/h.

Still, it looks like a tulip bud about to open, and it's even on a pedestal! Somebody should make an exact copy and enter it in an art exhibition without mentioning its origin. (And I wouldn't mind having a two foot copy in my own front yard).
