Is that

the second highest you can drive over, or what? I mean, otherwise there must be many very high 'passes', e.g. South Col on Everest.

Right, its the second highest pass you can drive over it with car or by bus.

That is 2515 m higher than the highest pass road in the Alps, which is just two hours away from here!

Yes, its a really high pass, imagine the height and how hard it is for the old busses there
