Flowers in the Cordillera Negra

These flowers grew somewhere west of Ticapampa, well above 4000m. They flowers look very much like dandelions to me. Perhaps they even are. The climate in the Cordillera Negra is quite dry; perhaps that's why this variety has no stems. 25 June 2011.
