Here are the files extracted to a directory

The first time you run, you need to click on vcredist_x86.exe, which will install a Microsoft library needed to run the Summitpost Bulk Uploader. Then click on spbulkw.exe to run the application. NOTE: you never need to run vcredist_x86.exe again. Please see the article page for full documentation.
