It is a reference markand the true survey mark is a small copper bolt in the shelter. A really old one BTW. Some details

Re: It is a reference markThe difference is probably too arcane and technical for all but the most dedicated surveying afficionados... except in the case of Ibapah, the old lowly bolt has really glorious history. From the Great Surveys of the 19th century, little survived to the present days. Ibapah is one of the few extant windows into that era.
