If by "too much" you mean "perfect" for an unedited, pre-sunrise, low-light snapshot while climbing Mt. Rainier, then yes, "a cool effect" indeed.

Checking the EXIF data says it was a Sony DSC-W50, Focal length of 6.3, F-stop of 2.8, and Shutter speed 1/13 of a second. Taken right at sunrise.
