Went today to try to hike up this from where the page owner recommended and encountered some new developments in the parking situation since 2007. It is "Permit Only" parking on Skyline and all of the streets in the immediate vicinity of the trailhead. There is "Reservation Only" parking (http://www.parkrancho.com/information.htm) on Almond. Parking is $15-$20 a day for everyone who isn't a resident of Rancho Cucamonga. Running into more and more of this b******* throughout the area.
Hey man, that routes sucks anyways. Try the SW ridge. 4 miles RT 2000 gain. See photos. No access issues. Look on google earth for route. Park near the dam.
