Panther Peak is indeed in the Tucson Mountains and the western unit of Saguaro National Park. However, that whole area is northwest of Tucson, not northeast of the city.
In the "How to Get There" section, it is a bit confusing where the writeup says, "There are two main ways to approach Safford Peak" when one is looking for directions to Panther Peak. The content does give good information about accessing Panther Peak but the headline is confusing.
