If you come in from the Red Grade Road (FR 26) you can get your free wilderness permit at Poverty Flats or the Coney Lake trailhead, but not at the Little Goose or Bighorn Reservoir trailheads.
If you have reasonably high clearance, you can drive to Bighorn Reservoir - 4WD is not necessary.
