This is not an elephant's head. It is a species in the genus Phacelia, which is in the family Hydrophyllaceae. The species may be Phacelia sericea, but without more info and a closer look I couldn't say for certain. Elephants head is in the genus Pedicularis in the family Scrophulariaceae.
