You are right but given cyber hacking, I think "they'd" find the scum and prosecute. I think SP can only try to put up a barrier to stop it. I'd rather have the scum prosecuted.

It's a lot trickier to deal with international spammers that are not actually hacking the system. In the past I've dealt with international hackers (I had full proof of their intentions and actions), it was more trouble than it was worth. Perhaps if I was better versed for it I would have pursued it more.
