Torugart Pass: public bus not open to the third country

Dear Friends:

Recently some climbers told me that they wanted to cross Torugart Pass by public bus. I learned that the public bus between Bishkek and Kashgar is not open to the third country.

But the public bus is open to the third country between Kashgar and Osh.

There has never been a bus that foreigners can take across the Torugart pass. This is nothing new! The Choice is either hire private transport via Torugart or take public transport/hitch across Irkeshtam Pass. I've only done the latter and found this to be fine (although I did cross in the back of an empty lorry container).
