Yes, they are public lands run by the city (same as the sandia foothills). It is just small, not well advertised, and not too easy to find.
I was up there this weekend and ran into a guy that lived in the neighborhood and been up many times. He said he almost never saw anyone up there. This was my third time and the first time I saw another person.
