Well....Not sure what the exact story is, but further investigation reveals several of this (unfinished) along the river in this area. Downstream is an old, manmade diversion which looks quite old. Appears there might have been an old establishment in this valley, which an attempt was made to dam the river for electricity and water for the nearby farms. Unfortunately, I would bet that the Swan Falls dam took the idea a step further.
This is my assumption though.
