Why am I not surprised about the horse packers? I didn't notice the damage in Milestone Basin in 2011, but the area from Junction Meadow to Lake Reflection has been thoroughly trashed by packers. There's no good reason to allow them in Seki or Inyo NF anymore.
What a shame to hear about the damage caused by commercial packers, both in 1993 and 2011. It pains me to think that oversight has likely been diminishing, not increasing.
