Why choose to deal with China/Tibet when a permit from the Nepal south side would have been more easily obtained?

How do you figure? The Nepal side is more restrictive.

Last time I looked climbing from China was cheaper by quite a margin.

Wouldn't a child be more susceptible to hypothermia and wouldn't his relative lack of body mass make him more vulnerable to strong winds on the ridge?

Well, he learned a good lesson, sometimes the mountain doesn't let you climb her and sometimes you can't get a permit. Maybe he should try and get to the Wave to reinforce the lesson.
