That story sounds about right. If you can get info before you get there, that will be great, otherwise it will be a frustrating goosechase, and you'll end up driving to the top anyway. Mountain roads are narrow and winding, vegetation is thick, and stuff is unmarked. If you can, get as much accurate information as possible before heading up. From where? Don't know.
