Tomur (Pik Pobeda) has been climbed from the Chinese side - the S/SE face - many years ago, by Chinese. People have been into the area in recent times - I think some Russians did a recce a year or two ago - but as far as I know none of the bigger peaks to the east of KhanTengri have been climbed. I know someone who is going in there next year though.
