Ecuador in late March

I'm thinking of going to Ecuador in late March. I've looked at all the information I can gather about climbing in Ecuador and I know that March is out of season, and also that it could be somewhat rainy.

On the other hand, I also looked at the websites of several guiding agencies in Quito and certain mountains such as Cotopaxi are apparently climbable all year round (reason given is that it enjoys the highest number of clear days in that area of the Andes). One interpretation of what climbable means is that the mountain might be climbable but chances are the weather is probably going to be bad (lowering the chance of success).

Does anyone here have experience with climbing and the weather in Ecuador during late March/ early April?
