shaded topo maps: copyright-free?

I'm looking for software that will
1) produce shaded relief topo maps, with fairly high-quality DEMs;
2) (optional) import and display GPS tracks;
3) NOT have a copyright requirement (except attribution) on the final image.

I'm aware that non-copyrighted topo maps and DEMs are available through the libre project, but the trouble seems to be getting everything together in one place. Google, Maptech, Memory Map etc. have some stiff restrictions on reproduction of maps, in electronic of printed form.

I'm sure this topic has been discussed over and over (I remember a striking example for Half Dome), but I am unable to find the previous discussions with SP's forum search.
