Yeh. No.

They just standardised a USD$11K per person for the permit across all types of expedition. It used to be such that, in theory, you could pay for a permit just for yourself, which was USD$25K for one person, and organise all the rest yourself - but nobody ever did this as the cost would not work out favourably. So that unrealistic option of 25K is where they get the reduction by 'more than half' to 11K.

Almost everybody joined a team of seven or more, for which it was actually USD$10K per person, so in fact the price has gone up by a thousand bucks per person. Obviously the official permit price is pretty irrelevant given all the stuff you need on top of it, which is where the cost is, and where guiding companies add stuff on, or don't, depending on the level of service they offer customers.
