Don't arrange it through a public site. From experience, the "authorities" may read such sites, and may step in the prevent work without an EIS.

It's entirely possible that the paint chips that are blasted off the rocks will wash down the hillside in the next rains, potentially killing a cow, maybe two. An EIS is definitely in order. Shouldn't cost more than a few million dollars.

While we probably have similar views on the necessity on an EIS for remediation of vandalism, I'd guess that you might be surprised how often progress is halted by the (perceived) need to get an EIS. DADT. The above-described vandalism in Red Rock required just an Environmental Assessment (much easier), and that now seems to be the trend (to prepare just an EA), but a lot of squawking went on before we got to that point.
