I'm betting

it's volcanic tuff, similar to Wheeler Geologic area, or Precipice Peak, both in Colorado. Capitol Reef is a geologic wonderland!

This was indeed a cool looking formation. We had gotten off route when I came across this and I am glad I had the presence of mind to snap a pic of it. Capitol Reef is truly as you say, a geologic wonderland. My son in law is a geologist (3 years before he switched to engineering) and it is fun to watch his excitement as we are in places like Capitol Reef.
