I believe the highpoint of the region you've described is Scodie Mtn, about 7-8mi northeast of Skinner.
I was thinking about making a Walker Pass Region and placing it there, but I think yours is a better idea as is it is South of 178.
This wilderness area is jointly managed by the BLM and Sequoia National Forest.
