China Establishes Everest Age Limits

Starting this fall, 2010, climbers must be between 18 and 60 to be issued a permit. Exceptions will be considered but not for under 16. Nepal already has a minimum age of 16 but no upper age restriction source

The quoted article says:

So why don't they require medical certificates from everyone and get rid of the upper age limit?

So how did Romero get on the hill at 13? How much did that have to pay extra??
