I always had pretty good luck in the California Desert. We'd schedule trips far in advance, and almost always bagged a good set of desert peaks. You can
get heavy rain, even snow. During drought years, we'd hike a few Northern Sierra peaks as well. Sometimes Nevada was alright. You can get years to be able to climb in the Sierra, but the freezing cold nights and often high winds make this a dicey prospect.
The CA coast range is often pretty good for hiking in a low precip fall, but not much in the way of climbing. Though an early rain turns it all nice and green.
