Photo of the Moment only selects new content. So if a member posts a new photo, how could they be considered inactive? I suppose one could transfer the inactive photo to a member.

OK, Featured Photo then...........

We could, however the main purpose of featured photos is to get exposure to good photos that don't get the appreciation they deserve. I agree that plenty of great photos by active members slip by quite often. As someone who controls 3/7 days of the week for featuring photos I could shift my focus more on active members. I won't be featuring anything until around August 1st or so which is when I get back from my huge trip. Wish me luck.
