Yes, this is avalanche protection. The valleys are rather densely populated and without any vegetation to hold back the snow they need these "good looking" constructions.

yes, but mankind also cuts down all the trees which would protect it from the laws of nature. Probably not in this place, though...

Yes, you´re right. There are also laws in the society and unless we follow them, results are inefficient for the society as a whole. I know what tha general solution should be, I´m societal scientist, but it is politically incorrect...

many conceivable changes politicians simply won´t implement. It would kill either their personal interests or electors mood about them...
