What is that thing? A monument or memorial??

It's a monument to the fallen Slovenian partisans/alpinists in the 2ndWW. They fought Germans and Italians in the Alps, and since Triglav is almost mythic Slovenian mountain, that is the right place for the monument - in the arms of the Triglav.
Julian Alps are worth seeing, so if you have a chance.....
