A sign of optimism or a waste of money?

At the entrance of Quebrada Rurec, we walked past this empty building. At first, I thought it was a school, although the location didn't make any sense. Later, our mule driver explained that it had been build by the local community, who were hoping to attract more tourists to the area. In the state that we saw it, it certainly needed some work before any tourist would come, but the area, notably Quebrada Rurec itself but also nearby Quebrada Uquian, offer plenty of outdoor opportunities, so, with the right promotion, it might actually work. 20 July 2011.
