It's true that there's a travel ban to Xizang/Tibet at the moment, but not as stated in the article.
Tourist agencies were contacted on Wednesday by officials and told to cancel all trips for the foreseeable future. "We had a meeting with the tourist bureau and were asked to stop all groups from entering Tibet for at least the next couple of months," said Wan Feng, at Tibet Yak Travel.
The ban is for March only.
What's not mentioned in most places in the media is that other areas are affected. Some parts of ethnical Tibet are also closed. Tongren, Litang and Xiahe to mention a few. In terms of provinces, parts of Gansu, Qinghai and Sichuan are also closed to foreign travelers.

There's some up2date info and links over on the Thorn Tree at the lonelyplanet.com site.

What's more disturbing is the rumours of violence and deaths from Sichuan province. Same happened last year, with confirmed deaths. Has also been reported violence and reported deaths in the Yading area, due to disputes over the proposed cable-car.

Just in time to be too late to get in there for most expeditions. Very clever :)
