It was no problem getting fuel which burned reasonably well in my MSR Dragonfly from my outfitter, ITC Asia Mountains. It's not "white gas" but the stove did perfectly well. If you are not using a commercial outfitter (which I really can't imagine), you could certainly contact one in Achik Tash to purchase fuel.
