I hiked War Eagle in late April, 2015.  I took HWY 78 to Silver City Road, and then parked roughly a mile before Silver City at the start of a jeep road that is marked with a sign as F483 (my map calls it War Eagle Rd).  I followed it South for a while before taking an ATV trail that led off to the right.  ATV trails criss-cross all over this side of War Eagle, so there are plenty of routes to choose from.  The trails are fairly steep and shaded, so I was in snow for much of the hike (wish I brought crampons!), even though this has been a very mild winter.  The view of the Treasure Valley from the top was magnificent.  It was a pretty short hike, too.  No scrambling required.  This is a hike that could be done with kids.
