I wore a medicalert for years, mainly for this reason: police often think a person with a neurological disability is drunk. Many times I've been stopped during routine checks, and the pendant saved me from an unpleasant time.

That is certainly understandable. But still you weren't an annoying little prick who did things that got themselves and others in over their head, either in real life or on the internet (nevermind both) or before or after the neurological issues.
So do you think anyone could get one of these and avoid legal hassles?
